UK and France Will Dispatch Military Personnel to the Country if a Ceasefire Accord is Agreed

The British and French governments have formalized a declaration of intent concerning the positioning of troops in the nation if a ceasefire be made with Moscow, the British leader, Keir Starmer, has announced.

Subsequent to negotiations with Ukraine's allies in the French capital, he indicated that the UK and France would "create defense centers throughout Ukraine and erect protected installations for military hardware and military equipment" to prevent any subsequent attack.

The partner countries also put forward that the United States would play the primary role in overseeing a ceasefire.

Moscow has repeatedly warned that any foreign troops in Ukraine would be considered a "legitimate target", but has so far not responded on this new declaration.

Context and Ongoing Hostilities

The Kremlin's head Vladimir Putin began a major offensive of Ukraine in February 2022, and Moscow presently occupies approximately 20% of Ukrainian territory.

"This constitutes a crucial element of our pledge to support Ukraine for the foreseeable future," commented the UK Prime Minister.

Heads of state and top officials from the "Partner Group" took part in the recent discussions.

Speaking at a shared media briefing, he noted: "It establishes the framework for the juridical structure under which British, French, and partner forces could operate on Ukrainian soil, securing Ukraine's air and maritime domains, and restoring Ukraine's military for the years ahead."

The PM went on to say that Britain would be involved in any American-headed confirmation of a prospective truce.

Protection Pledges and Negotiation Stances

Senior US negotiator Steve Witkoff stated that "lasting security guarantees and robust prosperity commitments are vital to a permanent resolution" in Ukraine – mentioning a central condition made by Ukraine.

The negotiator indicated the coalition had "substantially agreed on" their work on finalizing such pledges "in order that the Ukrainian people know that when this hostilities ends, it ends permanently."

Jared Kushner, former American President Donald Trump's advisor, also participated in the negotiations.

At the same time, France's leader Emmanuel Macron said that Ukraine's partners had made "major progress" at the meeting.

He added that "robust" defense assurances for the Ukrainian government had been reached in the event of a potential ceasefire.

Ukrainian President Volodymyr Zelensky commented that a "major development" had been made in Paris, but qualified that he would only deem efforts to be "enough" if they culminated in the end of the war.

Earlier, Zelensky said a settlement was "90% ready". Finalizing the outstanding 10% would "determine the outcome of the agreement, the future of Ukraine and Europe".

Outstanding Matters

  • Territory and security guarantees have been at the heart of unresolved issues for diplomats.
  • The Russian President has consistently stated that Kyiv's military must withdraw from all of Ukraine's eastern Donbas region or Russia will seize it, dismissing any compromise over how to end the war.
  • The Ukrainian President has thus far excluded surrendering any territory, but has suggested that Ukraine could withdraw its forces to an designated point – but only if Russia reciprocates.

Russian forces presently controls approximately 75% of the Donetsk oblast and some 99% of the adjacent Luhansk region. The two regions form the area of Donbas.

The initial US-led 28-point framework that was circulated to the media last year was viewed by Ukraine and its European allies as being heavily skewed in Russia's direction.

This triggered weeks of intensive negotiations – with the involved parties trying to amend the proposal.
