Trump's Capture of Maduro: Turning a Global Superpower into a Lawless Actor

Against the backdrop of the considerable disarray following the United States attacks on Venezuela, the capture of leader Nicolás Maduro, and Donald Trump's announcement that the US will “manage” the country and “take back the oil”, there is no doubt – they set a truly chilling precedent.

A Dark Legacy and an Unprecedented Move

The United States carries a troubling legacy of interference, invasion and occupation in the region, but this past Saturday morning witnessed its first major military attack on South American land. “The preeminence of America in this region is now beyond dispute,” the President stated.

The move to assault another sovereign country and seize its president – mere days after he stated a desire for negotiations – carries even broader implications. We all have reason to be worried.

A Nation Left in Limbo

Venezuelans have endured a repressive, kleptocratic and incompetent regime under Mr Maduro, largely considered to have fraudulently won the most recent election. They now face profound uncertainty at best. Mr Trump has remarked that the vice president, Delcy Rodríguez would comply with American demands, and dismissed rightwing opposition leader and Nobel prize-winner María Corina Machado as a viable alternative.

However, Ms Rodríguez, now the acting leader, has so far struck a defiant tone – and other factions of the headless administration are considerably more radical.

From Global Policeman to International Outlaw

A man who won power vowing to end foreign wars now says he is “not afraid of boots on the ground”. Rebranding the Department of Defense as the Department of War was a substantive signal. He no longer views the world’s superpower as a global policeman; he is turning it into a renegade nation.

He holds the view that the America's power permits it to do as it wishes with little consequence: observe the military actions against Nigeria and Iranian installations. He promises that control of Venezuela's petroleum means this new undertaking “won’t cost us a penny”.

A Move Devoid of International Legitimacy

George W. Bush initiated war in Iraq on a lie. But this illegal attack came without UN resolutions of any kind or the consent of the US Congress; key legislators received no advance notice and say they were given false information in briefings. Mr Trump is not trying to twist international norms, but to obliterate them.

Put aside the implication this carries to leaders in Moscow, Beijing, and beyond, and question the future path of the United States. While the raid allegedly resulted in the deaths of 40 Venezuelans, including civilians, there were no American fatalities. Mr Trump’s growing sense of invincibility will almost certainly fuel additional military gambits.

The Stated Reason Versus the Real Aims

It is widely rejected the pretext that this is about drugs. Venezuela is only a minor conduit for cocaine; Mr Trump recently granted clemency to the ex-leader of Honduras Juan Orlando Hernández for narcotics and arms offenses. Mr Trump himself made it clear that he is propelled by the promise of energy wealth as well as personal bravado, the ideology of some in his administration, and the appetite for triumphalism as his standing with the American public falters.

World Leaders' Silence and a Weakened UN

The worldwide reception, especially in Europe, has – with notable outliers – been shockingly muted. That’s not because of Mr Maduro’s sins, but trepidation regarding Mr Trump’s wrath. The firm response from UN Secretary General António Guterres was notable, but this episode highlights the institution’s growing irrelevance.

Mr Trump’s voters who oppose foreign entanglements could yet press him to turn attention back home – but rising medical costs, public anxiety over the economy and other domestic scandals fuel his desire for external drama.

Barely 12 months into his presidential term. The international community may live to repent if they fail to speak up today, given what – and who – could be next.
